RFPs and Applications


In order to develop a Request for Proposal (RFP) for the solicitation of a smart, next-generation, traffic management and control system (referenced as STREETS as an acronym for Smart Traffic Routing with Efficient and Effective Traffic System), and to be in compliance with state and federal procurement standards, the City of Dubuque in partnership with East Central Intergovernmental Association (ECIA), Dubuque Metropolitan Area Tranportation Study (DMATS) and Iowa Department of Transportation (Iowa DOT) is requesting information from potential system vendors to both assess the current state of practice and demonstrate their hardware and software functions/capabilities to dynamically reroute traffic to maximize the use of existing roadway capacities in the Dubuque metropolitan area.  The purpose of the RFI is to achieve the following objectives:

  1. • Provide an opportunity for the STREETS Stakeholders to be aware of the current vendor capabilities to implement the STREETS

  2. • Provide system providers with the scope and magnitude of the STREETS

  3. • Assess the expected level of customization and integration necessary to meet the STREETS requirements

  4. • Fine-tune the STREETS requirements prior to publishing the RFP for STREETS’s procurement

  5. • Gather additional information in preparation of the RFP.

This RFI is not an official solicitation, nor is this RFI part of the official solicitation process. The information gathered in the presentations provided by the system providers’ responses to this RFI, would be used only to improve the final requirements for STREETS, and in the preparation of an RFP. Any notes, comments or assessments made during the RFI period will not be used in the scoring and evaluation of the RFP. No short-list of traffic management and control system providers will be made as a result of the RFI presentations.

Any discussion related to the costs and the deployment of complete STREETS of this scale shall only be used to establish planning level budgets, and will not be used or referenced as a quote from any traffic management and/or control system provider.
