The East Central Intergovernmental Association (ECIA), as an administrative and fiscal agent for the Regional Planning Affiliation 8 (RPA 8) and Dubuque Metropolitan Area Transportation Study (DMATS), assures that no person shall on the grounds of race, color, or national origin, as provided by Title VI of the Civil Rights Act of 1964, and the Civil Rights Restoration Act of 1987 (P.L. 100-259) be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity. ECIA further assures every effort will be made to ensure nondiscrimination in all of its federally funded program activities.
Any person who believes she or he has been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint with the ECIA Title VI Coordinator.
A complainant may file a complaint directly with the following agencies:
Federal Transit Administration (FTA) by filing a complaint with the Office of Civil Rights, Attention Civil Rights Officer, Region VII, FTA, 901 Locust Street, Room 404, Kansas City, MO 64106.
Iowa Civil Rights commission, Attention: Title VI Program Coordinator, 400 East 14th Street, Des Moines, IA 50319.
Iowa Department of Transportation (IADOT) by filing a complaint with the Office of Employee Services, Attention: Civil Rights Section, 800 Lincoln Way, Ames, Iowa 50010
