On Thursday, October 10, 2024, at 12:00 p.m., the Dubuque Metropolitan Area Transportation Study (DMATS) will hold a Public Hearing for approval of the amended Federal Fiscal Year (FFY) 2025-2028 Transportation Improvement Program (TIP), Final Fiscal Year 2024 DMATS Title VI Non-Discrimination Program Plan, Final Fiscal Year 2024 DMATS Limited English Proficiency (LEP) Plan and a Final FY 2024 DMATS Public Participation Plan (PPP).

The public is invited to submit their input. The Public Hearing will be held at East Central Intergovernmental Association., Community Room, 7600 Commerce Park, Dubuque, Iowa. This facility is accessible under the provisions of the Americans with Disabilities Act. DMATS receives federal funding and may not discriminate against anyone based on race, color, or national origin, according to Title VI of the Civil Rights Act of 1964. The TIP is prepared and adopted each year and contains projects for the coming four fiscal years. The TIP process is also being used to satisfy the City of Dubuque’s Section 5307 program of projects requirement. The Title VI Non-Discrimination Program Plan is designed to address title VI regulations within DMATS area and Limited English Proficiency plan is designed to address how DMATS will accommodate non-English-speaking population in planning and decision-making process. The PPP is developed in hopes that it will promote and encourage citizen involvement in the decision-making process.
