Planning Process
The comprehensive planning process will work to bring people together and build a community consensus around a vision for the future of Jackson County. This page describes the strategies that Jackson County will use to get the community involved in creating the plan. 

Community Survey
To create a plan that accurately reflects the needs of our county, we need to know what you think. Your response to this short survey will help us identify the issues that are important to our residents and community partners. Your input will help us determine how those issues should be addressed in the comprehensive plan. All answers are confidential and cannot be traced back to you. Please take a few minutes to take this brief survey, and remember, your opinion counts!

  • Paper copies of the survey are available at the Jackson County Courthouse and at public libraries in Bellevue, Maquoketa, Preston, and Sabula.

Public Hearings
The Zoning Commission and the Board of Supervisors will each hold a public hearing on the final draft of the Jackson Comprehensive Plan. These hearings are open to the public. Information about the public hearings will be posted at the Jackson County Courthouse and on the Jackson County website, published as a legal notice in the county’s local newspapers, and listed on this page when finalized.

Steering Committee
The Board of Supervisors has appointed a Comprehensive Plan Steering Committee that represents a broad spectrum of stakeholder groups with a variety of skill sets and perspectives. The committee will meet 2 or 3 times during the planning process and will focus on the community vision and broad goals.

Zoning Commission
State law requires that zoning, subdivision, and other land use regulations be in conformance with a comprehensive plan and requires the county zoning commission's involvement in the comprehensive plan's development. State law spells a role for the Jackson County Zoning Commission in the comprehensive planning process that includes the following responsibilities:
  • Prepare the Comprehensive Plan, reviewing draft chapters and maps.
  • Hold a public hearing on the final draft of the Comprehensive Plan.
  • Recommend adoption of the Comprehensive Plan to the Board of Supervisors.
Board of Supervisors
The role of the Jackson County Board of Supervisors in the comprehensive planning process is spelled out in state law. The board's responsibilities include:
  • Set a public hearing on the final draft of the Comprehensive Plan, after receiving the Zoning Commission’s recommendation.
  • Hold a public hearing on the final draft of the Comprehensive Plan.
  • Adopts the final Comprehensive Plan.
  • Make copies of the adopted comprehensive plan to neighboring counties, regional councils of governments, cities and public libraries in the county, and the public.
Public Meetings
The Zoning Commission and the Board of Supervisors will receive monthly updates on the planning process during their regularly scheduled meetings. These meetings are open to the public.
